Client-Directed Home Care Invoicing (CDHCI)
A publicly funded option giving you more choice and flexibility
Alberta's Client-Directed Home Care Invoicing (CDHCI) program is a publicly funded option that gives eligible clients more choice and flexibility in how their home care is delivered. If you are approved for CDHCI through Alberta Health Services (AHS) Home & Community Care, you can choose a registered home care agency, and services are provided based on your assessed needs and care plan.
Eligibility
Eligibility is determined by AHS. In general, clients may qualify if they:
- Live in Alberta and have a valid Alberta Health Care number
- Live in a community setting (for example, at home)
- Are assessed by an AHS Case Manager and found to require home care services
- Are able to direct and monitor their care, or have a family member/representative who can help
- Meet program requirements based on safety and care needs
Note: Approval and the number of authorized service hours are set by AHS based on your assessment.
What CDHCI Can Cover
CDHCI services are based on your AHS assessment and typically include:
- Personal Care: help with daily living such as hygiene, dressing, toileting, mobility support, nutrition support, and other scheduled personal-care tasks.
- Homemaking (health-related): essential tasks connected to health and safety in the home.
- Respite Support: short-term relief when an unpaid caregiver needs a break and the client cannot be safely left alone.
How CDHCI Works
Assessment & approval: An AHS Case Manager assesses your needs, develops your Service Care Plan, and confirms eligibility.
Authorized hours: AHS approves a maximum number of home-care hours.
Choose your provider: You select an approved provider from the Alberta Blue Cross registered list to deliver your care.
Care begins: Your provider builds a personalized care schedule, matches you with a caregiver, and bills Alberta Blue Cross directly for approved services.
Costs & Important Notes
- CDHCI is designed so that eligible services can be direct-billed — meaning you usually don't pay upfront for approved services.
- If you request services beyond your authorized hours or beyond program limits, you may be responsible for any additional costs.
- Services must align with your approved care plan and program guidelines.

Self-Managed Care (SMC)
Self-Managed Care (SMC) is a separate AHS option where eligible clients (or a legal representative) receive support to hire, schedule, and manage their own caregivers for approved personal care and home support needs.
